It isapparent that private car ownership(私人汽车持有量) has skyrocketed(vi. 直线上升) in recent years, so arguments about investing in public highways androads are simply a response to thistrend. It seems logical(adj.合乎逻辑的) that as car ownership increases, so too dothe demands on road infrastructure. Unless city and national administrations(城市和国家政府) are willing to expand road networks, then traffic congestion will only get worse as a result. Investing inbetter roads is merely a way of accepting the inevitable increase in carownership and merely a pragmatic(adj.务实的) responseto the problem. Thus, it makes sense for governments to develop road buildingpolicy in accordance with(根据…) this trend.

However, environmental activists(环保人士) have longbeen arguing that the planet has reached a critical stage(一个关键阶段) in terms ofglobal warming and that the plethora(n. 过剩) of cars on the world’s roads are exacerbating(vt. 恶化) this problem.

A higher proportion(n. 比例) of vehicles on the roadsleads to an increase in CO2 emissions(二氧化碳排放量). This in turn causes environmental problems and exacerbates climatechange. Therefore, from an ecological perspective(从生态角度来看), it would be better to take measures thatencourage people to use public transport rather than spending money on privatecars.

Second, the railway is the safest form oftransport as the chances of accidents and breakdown ofrailways(铁路事故和故障) are minimum as compared to other modes oftransport; and it is also a quick and more regular form of transport because ithelps in the transportation of goods and residents with speed and certainty. Itis doubtless that increasing investment in railway and subway can promote traffic circulation(促进交通运行).

To conclude, I wouldargue that the environmental and decreasing travel expense(交通开支) arguments relating to transport take precedence over(优先于) all otherconsiderations. In that sense, for the good of the planet and the well-being(n.福祉) of future generations, as well as the travelefficiency of traffic participants(交通参与者；旅客), I would strongly suggest that governments invest more money in publictransport infrastructure.
