For generations of Russian leaders, the law has been a tool of state power, not a limit on its abuse. In recent months, as Vladimir Putin, Russia’s president, and his advisers have navigated an unfamiliar political environment, they too have fallen back on a kind of nominal legalism, in which the law is less for protecting the citizenry than an instrument of power.

As the Kremlin sees it, compared with uglier measures of neutralising dissent, the law is an "efficient and civilised tool" that allows for a certain "wiliness," says Mikhail Krasnov of the Higher School of Economics. In practice, that means the law can be deployed selectively against political opponents, or laws can be drafted to solve immediate problems.

Researchers have made some interesting discoveries near Antarctica. A team of scientists from the British Antarctic Survey and University of Hamburg have published the first comprehensiveinventory of sea-and-land animals, near the tip of the Antarctic Peninsula in and around the South Orkney Islands.

The inventory, published in the Journal of Biogeography, concluded there are more than 1200 known marine- and- land species in the area. Scientists claim this is more species than are found in the Galapagos Islands, contradicting the long-held notion that waters around the poles have less biodiversity than those in more tropical and temperate climates.

The documented species include five that are new to science. The team spent 7 weeks aboard the RRS James Clark Ross in 2006, trawling and diving in the icy waters, where they say they observed more than 800 species living on the seabed.

The scientists claim the islands have little evidence of invasive species. And that the biodiversity has remained nearly unchanged in the 100 years the islands have been studied. But the temperature of the ocean around Antarctica as well as the atmospheric temperature on the Antarctic Peninsula has continued to increase, making it one of the most rapidly warming areas on the planet.

The research was done in conjunction with the Census of Marine Life, a ten-year international study which began in 2000 that aims to access and explain the diversity, distribution, and abundance of marine organisms in the world's oceans.

Men can think, feel and sympathize with each other through their favorite author. They live in him together, and he in them.

A good book is often the best urn of a life enshrining the best that life could think out; for the world of a man’s life is, for the most part, but the world of his thoughts. Thus the best books are treasuries of good words, the golden thoughts, which, remembered and cherished, become our constant companions and comforts.
